The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Considerable effort is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through timely intelligence. From vantage locations, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, probably provided by partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: maybe the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, certainly, continue.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but averting a total frontline collapse until circumstances change in its advantage.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their objective will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require continued Western support.
